About
The Virginia Department of Small Business and Supplier Diversity (SBSD) is the small business agency in Virginia and our mission is to provide education and assistance; economic opportunity; and access to capital to generate employment and economic growth for small businesses.
We provide small business education and training through the Business Development and Outreach Services (BDOS) team. BDOS team members provide counseling, training and connect small businesses to other business resources.
We are the certifying agency for both SWaM and DBE certifications. The SWaM certification is Virginia’s small business development program for small business, micro size businesses, women-owned or minority-owned businesses. The DBE certification is the federal Disadvantage Business Enterprise certification for businesses interested in working on transportation projects that uses federal funds.
We provide access to capital through the Virginia Small Business Financing Authority (VSBFA). The VSBFA provide direct loans and credit enhancing programs as well as bond and grant programs.
Our Sourcing & Compliance division works with buyers in other agencies to make sure they are strategically sourcing small businesses on state contracts.
